Despite unanimous support by EPA staff, EPA Head (and Bush appointee) Stephen Johnson has denied Califormia's request for a waiver which would allow it to impose stricter tailpipe emissions standards. A total of 17 states representing nearly half the population of the United States would adopt these standards if allowed by the Bush administration which claims such regulations would be a "confusing patchwork."
