Oregon-- one of only six states whose legislature doesn't meet on an annual basis-- is trying out a "test flight" interim session of its legislature to see if annual sessions make sense. An out-of-control citizen initiative system coupled with ceaseless partisan bickering has prevented the Oregon Legislature from taking any real leadership on Oregon's most important issues.
