Despite alarming decreases in the population of the endangered Western Spotted Owl, the Bush Administration has ordered a reduction in 23% of the owl's protected habitat. A symbol of the conflict between environment and timber economy, the spotted owl's endangered status was the main tool used by environmental groups to halt logging on vast stretches of western forests in the 1980's and 1990's.
