A new study shows that Oregon is dead last of all 50 states in the number of people signed up through its health insurance exchange (Cover Oregon)-- exactly zero people-- despite $300 million in federal grants, a months-long headstart and a zippy ad campaign. In place of the non-functional Cover Oregon website, 400 temporary workers are being hired to handle paper applications which will take an estimated 30-45 days to process. The deadline for new insurance enrollment is a month away.
