Due to a record one-year growth in the economy, Oregon will be refunding a record $1.3 billion to individuals and corporations this year as required by its one-of-a-kind "kicker" law, that requires the rebate if actual revenues exceed projected revenues. Consequently, Oregon is one a a very few states that does not have a rainy day fund to guard against economic downturns.
