Not content to rest on his laurels after numerous legislative accomplishments, Oregon governor John Kitzhaber is ready to tackle the state's thorny tax reform issue, which undoubtedly will include a proposed sales tax-- an issue that has been rejected on the ballot nine times since 1933.
